DUTIES
- Assist with policies to guide and control the long-term development of the Town so as to achieve the common well-being of the community.
- Assist with objectives to guide the future development of the Town and preparation of plans for the orderly development of the Town of Grand Falls-Windsor.
- Advise and assist all Municipal Departments, outside Government authorities, agencies and the public on matters pertaining to the Town of Grand Falls-Windsor Municipal ICSP, Development Regulations and the development application process.
- Prepare information and advertisements relating to zoning, land use and development matters.
- Prepare and process maps, graphics, displays and visual presentation of a planning on development nature.
- Assist in determining the feasibility of proposed land use developments.
- Ensure compliance of Council’s regulations and conditions of permits.
- Maintaining the Town’s GIS Planning and Mapping Modules.
- Assist with implementing GIS in other Town Departments as required.
- Interpret air photography, legal land surveys and Topographic Maps to prepare accurate and detailed information for parcels of land.
- Generate reports and products for geographical database and related systems as required.
- Create drawings for various presentations/reports.
SALARY
As per CUPE Local 1349 Collective Agreement (2025 – $31.69 per hour).
QUALIFICATIONS
- Completion of a diploma or degree in Urban Planning, Geographic Information Systems (GIS), Civil Engineering Technology, Architecture, Drafting, Building Technology, or a related discipline from a recognized post-secondary institution.
- Minimum of 1–3 years of experience in a municipal, planning, GIS, or related technical environment. Equivalent combinations of education and experience may be considered.
- Demonstrates training or experience in GIS platforms (e.g, ArcGIS, ArcGIS Pro, ArcGIS Online), mapping, cartography, drafting, or CAD applications.
- Working knowledge of, or the ability to learn and interpret, applicable Municipal, Provincial, and Federal legislation, regulations, and policies related to planning and development (e.g., Municipal Plan, Development Regulations, Urban and Rural Planning Act, Town and Local Services District Act).
- Experience with or familiarity in municipal software platforms such as Townsuite Mapping, and Townsuite Planning would be considered an asset.
- Strong technical, analytical, and spatial data management skills, with the ability to support planning and development functions.
- Valid Class 5 NL Driver’s License.
