Notice of Proposed Change

The Town Council of Grand Falls-Windsor wishes to make a change to the Town of Grand Falls-Windsor Municipal Plan and Development Regulations, 2022. The Town of Grand Falls-Windsor wishes to address special housing needs of the residents of the Town by allowing Residential Care development in zones suitable for such facilities.
The purpose of the amendments is to allow Residential Care as a discretionary use in the following commercial land use designation which contains the following zones: Commercial General, Commercial Highway, Commercial Neighbourhood, and Commercial Downtown; and the Residential RM-1 (RM-1) Low and Medium Density Multi-Unit Residential zone, Residential RM-2 (RM-2) High Density Multi-Unit Residential zones. As well, given the change in the definition of Residential Care (DRA #25, 2025) which allows for a wider range of facilities and services, the Town wishes to change Residential Care from a permitted use in the Rural Residential (RR-1) zone to a discretionary use.
The Town Council of Grand Falls-Windsor wishes to receive any comments or representation on these proposed changes. Anyone wishing to make a comment, objection, or representation should submit a signed statement outlining their concerns to the Development Department, Town Hall, 5 High Street, P.O.
