PUBLIC ADVISORY – Public Consultation re: Louis John Hill

The Town of Grand Falls-Windsor is inviting residents to take part in a public consultation session focused on the area informally known as Louis John Hill or Louis John Trail, on Wednesday, January 28, 2026, from 7:00-8:30 PM at the Exploits Nordic Ski Chalet (35 Scott Avenue).
Louis John Hill is best described as a broken ribbon of green space with unclear and undefined boundaries, running in sections near Lincoln Road, Union Street, Judges Terrace, Junction Road, and Gilbert Street. While some residents have shared that this land may hold cultural, historical, or natural significance, there is currently very limited formal documentation to support these claims.
Following discussions between Town staff and representatives of the Qalipu First Nation, there was shared agreement that the boundaries of this land are unclear and should be formally clarified. As a result, Council has approved a public consultation process to gather broader community input.
The purpose of this consultation is to:
- Help identify and describe the boundaries of the land known as Louis John Hill / Trail
- Collect stories, records, maps, or other information that may speak to its historical, cultural, or environmental significance
- Explore appropriate ways to formally recognize Louis John and the land, should supporting evidence exist
Town staff have already shared the limited information currently available and requested any additional mapping or historical input related to the area in question. Because historical records are sparse, community knowledge is an important part of this process.
Following the consultation, a summary report will be presented to Council. Council will then continue working collaboratively with the Qalipu First Nation to develop a shared understanding of the area, with the goal of identifying a clearly defined parcel of land that can be surveyed and formally recognized.
All residents and interested stakeholders are encouraged to attend and share their perspectives.
