The Town Council of Grand Falls-Windsor has adopted Municipal Integrated Community Sustainability Plan (Municipal Plan) Amendment No. 18, 2025 and Development Regulations Amendment No. 23, 2025. The Town of Grand Falls-Windsor wishes to address special housing needs of the residents of the Town by allowing Residential Care development in zones suitable for such facilities.
In general terms, the purpose of the amendments is to allow Residential Care as a discretionary use in the following commercial land use designation which contains the following zones: Commercial General, Commercial Highway, Commercial Neighbourhood, and Commercial Downtown; and the Residential RM-1 (RM-1) Low and Medium Density Multi-Unit Residential zone, Residential RM-2 (RM-2) High Density Multi-Unit Residential zones. As well, given the recent change in the definition of residential care which allows for a wider range of facilities and services, the Town wishes to change Residential Care from a permitted use in the Rural Residential (RR-1) zone to a discretionary use.
A Public Hearing to consider objections and representations on the Municipal Plan and Development Regulations Amendments will be held on the March 26, 2026 at 7 p.m. at the Hospitality Room at the Joe Byrne Memorial Stadium, 5 Jones Street, Grand Falls-Windsor. Anyone wishing to make an objection or representation shall deposit with the Town Clerk of Grand Falls-Windsor two copies of a signed written statement outlining the objection or representation not fewer than 2 days before the date set for the public hearing: Town Hall, 5 High Street, P.O. Box 439, Grand Falls‐Windsor, NL, A2A 2J8, or email planning@townofgfw.com.
If no objection is made, Council has the authority to cancel the public hearing.
